The ease of assignment reduces the cost of assistance to the program by simplifying administrative procedures. In addition to flexible contributions to our core environmental fund, some Member States have taken the lead in concluding multi-year agreements with UNEP. These agreements aim to promote long-term stability and strengthen cooperation between Member States and UNEP by implementing programmes that are consistent with our mandate and are achieving results at the global, regional and national levels. Examples of these long-term agreements with resources gently allocated include: more than 99% of the ETR`s work is funded by voluntary contributions from a multiple donation base. The funds pooled by several donors, often for specific activities, reinforce the coherence of the United Nations. Other partnership arrangements include UN-UN agreements, the Central Emergency Fund (CERF), country-based mutual funds (CBPF) and joint programmes. Joint programmes pool resources and expertise across the United Nations system to support national priorities and needs. They concern two or more United Nations organizations that work with national (sub-) government partners to promote activities through joint work plans with a common budget framework. The European Economic and Social Committee supports strengthening international cooperation to build resilience in rural areas and strengthening voluntary financial contributions to member states through the United Nations Disaster Prevention Trust Fund, in line with the UN Secretary-General`s report on the implementation of the Sendai framework.
